Lieutenant Commander, U.S. Naval Reserve (Retired). Served as an unrestricted line officer from 1966 to 1989 in numerous operational and staff billets, including active duty. Received formal classroom training in casualty investigation / reporting, hazardous materials (HAZMAT) reulations / handling / transportation, vessel documentation, and marine surveying. Served as JAGMAN investigator in ship accidents.
